Harborton woman asks who is keeping the ditches clean

In my travels along the back streets of the Eastern Shore I have noticed the ditches are not being cleaned by Accomack County any longer. The ditches are beginning to fill with dirt, leaves and sticks and will eventually block the water flow when we have heavy rain or high tides. Some ditches are even filled in and don’t exist an more. Who is responsible for keeping the ditches clear?
