Two under arrest in relation to December death of Horntown man

According to Sheriff W. Todd Wessells on March 28, 2025 indictments were issued on two individuals in relation to a homicide that occurred in Accomack County.

On December 15, 2024 at approximately 7:15 a.m., the Accomack County Sheriff’s Office received a report from the Emergency Operations Center of a vehicle fire which spread to the nearby brush on Green Hill Road, New Church.

Upon deputies’ arrival they discovered an unresponsive male in a wooded area suffering from apparent gunshot wounds. 

Warren Thomas Fosque III, 30, of Horntown, was pronounced deceased at the scene.  The decedent was transported to the Norfolk Medical Examiner’s Office where the manner of death was ruled a homicide.

On April 2, 2025 the following individuals were arrested:

Ceonta Jamar Kellam, 34, of Machipongo, Virginia, was charged with First Degree Murder, Use of a Firearm in the Commission of a Felony, Burning or Destroying Personal Property, Willfully Conceal Physical Evidence, and Possession of a Firearm by a Convicted Violent Felon.

Destiny Monique Taylor, 26, of New Church, Virginia, was charged with Accessory After the Fact in the Commission of Felony Murder, Accessory After the Fact in the Commission of Felony Arson, and Willfully Conceal Physical Evidence.

The Accomack County Sheriff’s Office was assisted by Northampton County Sheriff’s Office, Virginia State Police, Homeland Security Investigations (Norfolk), and the Federal Bureau of Investigations.
