Eighteen years of Republican dominance went away following a recount in the 94th district in Newport News Tuesday. Democrat Shelly Simonds upset incumbent Republican David Yancy by one vote to become the 50th Democrat in the Virginia House of Delegates. The total count was Simonds 11,608 votes to 11,607 for Yancy.

The shakeup will result in a split power arrangement in the House of Delegates. The last time power was split evenly was 1998.

Kirk Cox, the Republican leader who was set to become Speaker in 2018, congratulated Simonds in a press statement.

The Republicans hold a slim majority in the Senate 21-19.
