Nearly two dozen indicted by Northampton Grand Jury on drug, assault and other charges

Nearly two dozen people were indicted by a Northampton Grand Jury Monday on count ranging from malicious wounding to drug distribution and possession.

Thirty-six-year-old Justin Lewis Monts, of Highlands Boulevard in Virginia Beach, was indicted on counts of bringing a hallucinogenic drug and a veterinary anesthetic into Virginia to distribute. He is suspected of possession with intent to distribute seven pounds of hallucinogenic psilocin and 14 kilograms of Ketamine, an anesthetic.

According to court records, Monts was stopped by police on Lankford Highway in Cape Charles for failure to maintain his lane. After a canine unit offered an alert on the vehicle, the car was searched, and the narcotics were allegedly found in the driver’s luggage. 

In another case, 20-year-old Malik Xavion Shreaves, of Bobtown Road in Melfa, was indicted on a count of hit-and-run with injury. He allegedly struck a man riding a bicycle in the Exmore area on March 11. Police found the victim in pain and the bicycle mangled and bent. 

According to the court file, Shreaves said, “He was scared and left the scene.” The defendant was remorseful. He did not think the person was severely injured and “did not know what to do.” A magistrate wrote that the bicycle was dragged under the car. Shreaves was also charged with misdemeanor destruction of property. The bike was worth about $250.

Twenty-nine-year-old Khiry Di-Frederick Washington, of Plantation Drive in Cape Charles, was indicted on a count of eluding police on March 11. Court records state he was stopped by police and refused to exit the vehicle. When an officer opened his car door, he took off and drove more than seven miles before wrecking in a field and fleeing on foot. The file stated he is affiliated with the Bloods street gang. He denied that allegation. Washington said he did not know that his driver’s license was suspended and had recently put the car in his name through the state Division of Motor Vehicles. 

Fifty-four-year-old Angela Owens, of Cheriton Cross Road in Cape Charles, was indicted on a count of hit-and-run with property damage of more than $1,000. 

Twenty-two-year-old Sergio Velasquez-Hernandez, of Lankford Highway in Machipongo, was indicted on a count of possessing cocaine on May 8. He was a passenger in a car that was stopped for an alleged traffic violation. 

 Thirty-six-year-old Marvin Kwame Anthony Snead, of Coal Kiln Road in Painter, was indicted on a count of driving after being convicted of a third DUI on March 28.

Forty-four-year-old Sarah May Bowers, of Big Road in Bloxom, was indicted on a count of possession of a Schedule I or II drug on Jan. 22.

     Thirty-seven-year-old Victoria Noel Branch, of Trower Lane in Cape Charles, was indicted on a count of embezzling apparel and electronics valued at more than $1,000 from Family Dollar Store in Exmore on Dec. 12, 2025. She was arrested on March 9. 

Twenty-five-year-old Shawndele Fletcher Jr., of Michelle Circle in Melfa, was indicted on a count of being a non-violent felon in possession of a gun on Feb. 1.  

Thirty-seven-year-old Curtis Earl Heath, of Savage Neck Road in Eastville, was indicted on a count of possessing cocaine on Jan. 30. He was also indicted on counts of grand larceny of property valued at more than $1,000 belonging to Robert Cole and possession with intent to sell the stolen property on Jan 27.

Thirty-year-old Kalvin Pairell Hodges, of Lankford Highway in Cape Charles, was indicted on a count of unauthorized use of a vehicle valued at more than $1,000 on April 12. Sofia Guertero had rented the car and told him that he could not drive it because he did not have a driver’s license. Hodges allegedly took the keys from her before driving away. 

Thirty-one-year-old Ashley J. Foggy, of Noble Road in Sicklerville, N.J., was indicted on a count of forging her sister’s name when she was accused of reckless driving by speed on Oct. 10, 2025. 

Thirty-two-year-old Kenneth Hayden Olenslager, of Heron Pointe Drive in Cape Charles, was indicted on a count of possessing cocaine on Sept. 4, 2025. 

Brandon Scott Parks, of Main Street in Melfa, was indicted on a count of possession of methamphetamine on Jan. 22. 

Sixty-six-year-old Bernard Wendell Wynder, of Eastway Court in Cape Charles, was indicted on a count of failing to register as a violent Tier III sex offender on Sept. 1, 2025.

Thirty-year-old Johnathan Richardson, of Seaside Road in Eastville, a waterman, was indicted on a count of maliciously wounding Kenneth Kratochvil on April 19. The victim is his fiancée’s brother.
