Happy New Year! I hope 2018 finds you warm and healthy. With the snowy and cold start of the new year I arrived in Richmond humbled and honored to represent the 100th district. This year is a sixty day session, known as the long session, in which we craft a two-year budget. The Governor has presented his budget. We will take this budget under advisement but the budget always originates in the House of Delegates. The federal tax changes add a level of confusion to the tax revenues and will complicate our deliberations as a huge increase of year end tax was deposited  in December but will probably not occur in the first quarter. We will plan accordingly and achieve a balanced budget trying to fund the core responsibilities of state government, education, transportation, and public safety.

I have been given my committee assignments and am pleased that I am still on the Agriculture, Chesapeake, and Natural Resources Committee as well as the Finance Committee. Additionally, I have been appointed to the Transportation Committee.  I have put in my legislative requests and most have been drafted and await the committees to be formed and organized. On my list of bills are subjects ranging from crab scraping by-catch to safety inspection fees, neighborhood tax credit reduction, transient occupancy tax , drivers permit cards and more. Many of my bills will not make it into law but I am putting them in to start a discussion. These bills will require  much time with experts in the particular areas once the session ends. When I see a problem or a constituent brings an issue to my attention I contact the government agency about the issue and we discuss how to solve the problem. Most of the issues can be handled without changes in the code of Virginia, but other times a change is necessary.
