
Congresswoman Jen Kiggans (VA-02) has been recognized as one of the most effective lawmakers in the 118th Congress, according to a new report released by the Center for Effective Lawmaking. The report, which evaluates legislative productivity and influence, placed Kiggans among the top five freshman members of the U.S. House of Representatives who exceeded expectations during their first term.
Kiggans, who began serving in Congress in 2023, represents Virginia’s Second Congressional District. The report highlights her commitment to advancing bipartisan, results-driven legislation focused on key issues affecting military families, veterans, healthcare access, and environmental protection.
During her first term, Kiggans introduced 32 pieces of legislation and co-sponsored over 350 bills. Among her notable accomplishments:
- The Building Chips in America Act (H.R. 4549), signed into law in October 2024, which supports efforts to bring microchip manufacturing back to the U.S.
- The BEACH Act (H.R. 5490), enacted in November 2024, aimed at preserving Virginia’s vulnerable coastlines.
- The Military and Veterans in Parks (MVP) Act (H.R. 6342), which improves access to national parks and public lands for disabled veterans. Provisions from this bill were included in the EXPLORE Act (H.R. 6492), signed into law in January 2025.
A former Navy helicopter pilot, geriatric nurse practitioner, and mother of four, Kiggans brings a diverse background and practical experience to her role. She currently serves on the House Armed Services, Veterans’ Affairs, and Natural Resources Committees.
Now serving her second term in the 119th Congress, Kiggans says she remains focused on delivering “commonsense results” and continuing her work on behalf of Virginians through what she describes as “meaningful legislation, civility, and competence.”
