Congresswoman Jen Kiggans (VA-02) has introduced the Certainty for Our Energy Future Act, legislation aimed at strengthening the United States’ energy independence and national security through a recalibration of clean energy tax policies.
The bill proposes a phased elimination of subsidies for advanced renewable technologies such as wind and solar, while placing new restrictions on foreign adversaries—including China, Russia, and Iran—preventing them from benefiting from U.S. tax credits. The measure also seeks to promote innovation in emerging domestic energy sectors and provide investment certainty for American manufacturers during the transition period.
“The Certainty for Our Energy Future Act is a critical step toward aligning our clean energy priorities with today’s economic and national security realities,” said Congresswoman Kiggans. “By responsibly phasing out subsidies for technologies like wind and solar and ensuring foreign adversaries like China and Russia can’t exploit American tax benefits, we are safeguarding both our energy independence and our taxpayers.”
Kiggans emphasized the importance of protecting domestic energy production and innovation as a matter of national security, adding, “The bottom line is that in order to increase American energy dominance, we need to protect as much production and innovation as possible.”
The legislation is co-sponsored by Representatives Andrew Garbarino (NY-02), David Valadao (CA-22), Mark Amodei (NV-02), and Dan Newhouse (WA-04).
