Congresswoman Kiggans applauds passage of FY25 National Defense Authorization Act

Congresswoman Jen Kiggans (VA-02) celebrated the passage of H.R. 5009, the Servicemember Quality of Life Improvement and National Defense Authorization Act (NDAA) for Fiscal Year 2025. The legislation passed the U.S. House of Representatives with bipartisan support in a 281-140 vote.

The FY25 NDAA authorizes $895.2 billion for national defense programs, representing a $9 billion increase from FY24. A key focus of the bill is improving the quality of life for servicemembers and their families. Congresswoman Kiggans, who served on the House Armed Services Committee Quality of Life Panel, played a pivotal role in shaping the bill’s provisions, which include 31 recommendations made by the panel after extensive research.

“Today’s legislation is a win for our Armed Forces and their families,” Kiggans stated. “I was proud to fight for much-needed quality-of-life improvements, including enhancements to military pay, housing, healthcare, childcare, and spousal support.”

Among the notable provisions, the bill authorizes a 14.5% pay raise for junior enlisted servicemembers, a priority championed by Kiggans. “These men and women sacrifice so much for our country and deserve salaries that reflect their service,” she added.

The NDAA also includes funding for critical projects in Virginia’s 2nd Congressional District, such as:

  • $2.7 million for a childcare facility at Fort Story.
  • $4 million for a childcare facility at NAS Oceana.
  • $16 million for unaccompanied housing at NAS Oceana.

“I am proud to have secured provisions that will provide better housing and greater access to childcare for servicemembers in Hampton Roads,” said Kiggans.

Beyond quality-of-life measures, the NDAA prioritizes U.S. defense advancements, including $15.6 billion for the Pacific Deterrence Initiative to counter threats from China, and funding for cutting-edge technologies such as hypersonics, AI, cyber defense, and high-energy lasers. Additionally, the legislation strengthens military recruitment, supports the expansion of JROTC programs, and reforms the Army’s recruiting force.

“This legislation is a step forward in restoring strength to our military while ensuring our all-volunteer force receives the care they deserve,” Kiggans emphasized. She highlighted bipartisan support for the bill’s focus on warfighter readiness, global deterrence, and innovation.

Other key provisions include:

  • $1.2 billion to renovate and build new barracks and $176 million for new childcare centers.
  • Improved housing options through public-private partnerships.
  • Expanded mental health services and direct access to specialty care for servicemembers.
  • Easier license transfers and career support for military spouses.

“This bill reflects a shared commitment to national defense and the welfare of those who protect our freedoms,” said Kiggans. As a third-generation veteran, Kiggans pledged to continue advocating for servicemembers, their families, and innovative advancements to maintain America’s military superiority.

The FY25 NDAA now moves to the Senate for consideration.
