
Cape Charles has officially welcomed a new town manager. Rick Keuroglian took over the role in May, following the retirement of John Hozey, who served the town for five years. Keuroglian was selected after a nationwide search launched last fall, with the help of consulting firm Baker Tilly.
Originally from the Washington, D.C. area, Keuroglian brings more than 20 years of municipal leadership experience to the Eastern Shore. He has worked in both Georgia and Colorado, most recently serving as town manager in a small resort town where he focused on community-driven planning and infrastructure upgrades. He says his experience working with tourism-based economies and seasonal populations will serve him well in Cape Charles.
In his first interviews with the community, Keuroglian emphasized his commitment to transparency and public engagement. He says he intends to listen first, work collaboratively with staff and council, and prioritize projects that reflect the values and needs of residents.
Among his early goals are completing the new town hall, supporting the development of workforce and affordable housing, and guiding the future use of the town’s railroad property. Keuroglian also says he wants to ensure Cape Charles maintains its charm while managing growth responsibly.
He adds that he’s here to serve, not to impose an agenda, and hopes to make a long-term commitment to the town.
