Democrat Candidates 2nd Congressional District: Congresswoman Elaine Luria, Dr. Nila Devanath, Patrick Mosolf, and Bill Fleming

Four Democrats are asking voters in Virginia’s Second Congressional District for their support as they compete in the August 4th Democratic primary. The winner will advance to November’s general election to challenge Republican Congresswoman Jen Kiggans in one of the nation’s most closely watched swing districts.

The best-known candidate in the race is former Congresswoman Elaine Luria. A retired Navy commander, Luria represented the Second District from 2019 until 2023 and gained national attention for her service on the House committee that investigated the January 6th attack on the U.S. Capitol. Her campaign is focused on protecting democracy, strengthening national security, lowering healthcare costs, and supporting military families and veterans. Luria enters the race with the strongest fundraising, broad support from Democratic leaders, and the highest name recognition among the candidates.

Also seeking the Democratic nomination is Dr. Nila Devanath, an acute care physician who says her experience treating patients gives her a firsthand understanding of the nation’s healthcare challenges. Her campaign emphasizes expanding access to affordable healthcare, protecting reproductive rights, improving mental health services, and reducing the influence of special interests in Washington. Devanath is running as a political outsider focused on practical solutions.

Patrick Mosolf brings experience from public service, including work with the U.S. Agency for International Development, or USAID. His campaign centers on government accountability, economic opportunity, national security, and strengthening democratic institutions. Mosolf says his federal government experience has prepared him to address both local concerns and national challenges.

Rounding out the Democratic field is Bill Fleming, who has worked in regional government and economic development. Fleming’s campaign focuses on transportation improvements, infrastructure, job growth, government efficiency, and bipartisan cooperation. He says local government experience has given him insight into the issues most important to Hampton Roads communities.

Political analysts generally view Luria as the frontrunner because of her previous service in Congress, strong fundraising, and widespread support within the Democratic Party. Still, the other candidates hope voters will choose a fresh perspective and different approach to representing the district.

Virginia’s Second Congressional District includes Virginia Beach, Suffolk, Franklin, Accomack and Northampton counties, Isle of Wight County, parts of Chesapeake, and part of Southampton County. The district has changed hands between Republicans and Democrats in recent election cycles, making it one of the most competitive House districts in the country.

The Democratic primary is scheduled for August 4th. Early voting is already underway, and the winner will face Congresswoman Jen Kiggans in November in a race expected to draw national attention.
