Eastville Police Officer Jerry Keith Brady Jr. was indicted earlier on Monday in U.S. District Court in Norfolk for allegedly devising a scheme to defraud financial institutions and several individuals, identified in court papers only by their initials.
Brady, 39, of Belle Haven, is on administrative leave from the police department. Court documents state he could be held responsible for repaying nearly $820,000.
The filings noted that neither a prosecutor nor a public defender could be appointed due to conflicts of interest. They also stated that Brady is not in custody. It was not disclosed whether he is free on bond or is being sought. The case is being investigated by IRS Agent Nathan Perrow.
The indictment includes 12 counts of wire fraud and two counts of money laundering.
According to the documents, “Brady would approach friends and acquaintances with a false narrative that he was due a large inheritance or life insurance payout from a deceased relative but needed funds to pay off attorneys and other fees. Brady would seek substantial loans from these individuals, in some instances tens of thousands of dollars, to cover the non-existent fees. In reality, there was never any inheritance or life insurance, nor were there any fees related to such.”
The indictment further states, “Brady would enter into written agreements to repay the referenced loans. In most cases, he failed to repay the victims. In some instances, Brady fraudulently asserted that he needed more money to gain access to the non-existent inheritance or insurance funds.”
Prosecutors allege the money was transferred from accounts in North Carolina, Virginia, California, Pennsylvania, and Maryland into Brady’s bank account in Tennessee between 2020 and 2024.
Eastville Town Manager Kevin Doughty confirmed he is employed by the Town’s Police force, but is currently on administrative leave pending the outcome of the investigation.
“On August 25, 2025, an officer employed by the Town of Eastville was arrested on felony charges. These charges are personal in nature and do not involve the Town of Eastville or any other town employees. The officer has been placed on administrative leave pending the outcome of the legal process. The Town of Eastville remains committed to maintaining public trust and ensuring accountability in all matters.”
