A proposal to ban new short-term rentals in Chincoteague’s R-1 residential districts has been put on hold while town officials conduct a study on the potential impacts of such a measure.

Dozens of residents attended a public hearing Monday night at the Chincoteague Community Center to discuss the proposal, which would have stopped the issuance of new short-term rental licenses in R-1 districts. Under town regulations, a short-term rental is defined as a property rented for 30 consecutive days or less.

Following more than two hours of discussion, the town council voted to table the proposal until a study can be completed. Officials said the study will help determine whether restrictions on new short-term rentals are needed.

Town leaders say the proposal was prompted by the increasing number of short-term rentals on the island. They described the measure as a temporary pause intended to give the town time to evaluate potential effects on neighborhood character, housing affordability, infrastructure, and public services.

Mayor Denise Bowden said Chincoteague faces unique growth challenges because of its limited size. While the town welcomes visitors and tourism, she noted that affordable housing has become increasingly difficult to find, and officials are trying to balance tourism with the housing needs of residents.

Many residents living in the affected R-1 districts spoke against the proposal during the hearing, arguing that short-term rentals have not created problems in their neighborhoods.

The proposal would have allowed existing short-term rentals to continue operating. However, opponents said preventing new rentals would limit property owners’ rights and place restrictions on how residents can use their properties.

Local real estate professionals also expressed concerns, saying the measure could reduce property values and have a negative impact on the island’s economy. They argued that properties without the ability to obtain a rental license could become less valuable and less attractive to buyers.

Representatives of the vacation rental industry also warned that restricting short-term rentals, along with a separate proposal to increase fees for rental property owners, could affect tourism-related revenue. They noted that transient occupancy taxes generate millions of dollars annually for the town and said visitor lodging remains a key part of the local tourism economy.

Town officials have not announced a timeline for completing the study.
