The Cape Charles Town Council has announced the appointment of Dicran (Rick) Keuroglian as the town’s next Town Manager, succeeding John Hozey, who will retire in May. Keuroglian, who will begin his tenure in mid-April, is expected to work closely with Hozey during a transitional period to ensure a seamless handover of responsibilities.

Keuroglian brings a wealth of experience to the role. A Maryland native, he has spent the past four years in Colorado, where he served as both assistant city administrator and town administrator. Prior to that, Keuroglian led a community development non-profit in Georgia for over a decade, offering guidance to county administrators, municipal leaders, and department heads on a range of local government functions. He holds a master’s degree in public administration and is certified in urban planning and community development.

Outside of his professional life, Keuroglian is an avid guitar player, fly-fisherman, and kayaker. He also enjoys playing board games, participating in community service projects, and visiting local coffee shops and breweries. Keuroglian and his wife, Melissa, have been married for 25 years and are excited to begin this new chapter in Cape Charles, where they will be joined by their two college-aged children.

“We’re both thrilled about this new adventure and can’t wait to make Cape Charles our home,” said Keuroglian.
