
The Accomack County Board of Supervisors received a report from Dr. Leslie West on a completed feasibility study to update the old Mary Nottingham High School and better serve the community during their meeting on Monday night.
On March 17, 2023, the County entered into a planning grant agreement with the Virginia Department of Housing and Community Development to conduct a study on the feasibility of renovating the Mary N. Smith building for use as a community service facility. The scope of this agreement included holding community outreach meetings to gather the public’s vision for the building. This input, along with the desires of the MNS Alumni Association (the property’s owner), was considered in the crafting of the feasibility study.
Plans for the updated facility include spaces for youth enrichment programs, event spaces available for lease to the community, apartments on the second floor, and a dedicated space for a Mary N. Smith museum. The renovation also includes adult enrichment areas, multipurpose meeting and event spaces, a renovated gym and associated rooms to be used for events, gym activities, and theater space. Additionally, the study recommends developing exterior event and activity areas.
The feasibility study also recommends replacing the roof, updating windows with energy-efficient options, repointing masonry, and assessing existing lintels and flashing for necessary repairs. A compliant sprinkler system (NFPA 13) will also need to be installed, and existing restrooms will be renovated to meet new program requirements and code, with new toilet facilities added on the first floor.
The study further suggests verifying that the second-floor structure is suitable for residential use, providing energy-efficient fixtures (such as LED lighting and low-water fixtures), and updating the building’s mechanical systems. Additionally, it recommends exploring water conservation options for both the building and property, as well as finding ways to minimize long-term maintenance costs. A phased approach to the renovation is also recommended.
Dr. West estimated that the improvements will cost between $8 million and $14 million.
The next step will be to apply for a Community Development Block Grant in 2025 and prepare for a capital campaign.
